With your goals in mind try to organize your content into main topics or sections, chunking related information together under a single topic. This involves questions like:
What main concepts will be found on the Web? What is a logical order for the information? What kinds of information is important to the reader?
For example, let consider your team wants to design a web site that contains information about the moon for a 5th grade class. You might have main topic areas like:
Space missions to the Moon Geographic features History of the Moon The phases of the Moon Eclipses of the Moon
Note cards are very useful for this. Put each topic on a card on its own, you may want to add notes or sub-categories to it later. Some categories will fall naturally into place, others will fit in several places.
The structure will gradually emerge as you sort through your ideas, although you may well find that there are several ways to organize your content. Play with your structure until it starts to feel comfortable. Which pages should be links from your home page? Which should be further down the hierarchy?
